Is Mutombo a Hall of Famer?

Is Dikembe Mutombo a Hall of Famer?  On first blush, my answer would be 'no' because I don't really associate him with dominance.  I think of him as a really good defensive player, but a Hall of Famer should be the best of the best.  But then, I went to Basketball Reference and looked at his resume...and was a bit surprised at just how good he had been.  He just might have a case.  Some of Mutombo's highlights:

8-time All Star
6-time All Defensive Team
4-time Defensive Player of the Year (tie, most of all time)
3-time All NBA team (best finish 2nd team)
3-time led NBA in blocked shots/game
2-time rebounding king

People last summer justified the Celtics beating the Lakers because the Celtics "had three Hall of Famers" on the team, yet at the time neither Paul Pierce nor Ray Allen had a resume with this many highlights.  But ultimately, I think that Pierce and Allen are now consensus Hall of Famers BECAUSE of their championship run...and that's one thing that Mutombo never did.  He got there with Allen Iverson in 2001, but they just weren't enough to really compete with Shaquille O'Neal and Kobe Bryant.  And really, I think that's a great argument for why Mutombo was a great player but not a Hall of Famer.  He was really good for a long time, he has some great accomplishments, but when he really faced off with the best his limitations were clear.
