Carter, who caught two passes for 21 yards through his first seven 2018 contests before being waived by the Eagles, subsequently hauled in 20 of 23 targets for 195 yards in seven games after he was claimed on waivers by the Texans.
ANALYSIS
The slot man was thrust into a more prominent role with Houston due to injuries to Keke Coutee and Demaryius Thomas, but never managed to eclipse 30 receiving yards in a single game down the stretch. Carter also rushed once for seven yards while serving as the team's top return man. The 25-year-old is set to become an exclusive rights free agent this offseason, so the Texans need only to offer him a one-year, minimum-terms contract to re-sign him.

The 5-foot-8, 190-pounder is viewed as something of an undersized slot guy, and while the odds of Carter making the Patriots' final roster don't look great, he could end up sticking if injuries pile up given how sharp he's looked at times, a trend that dates back to the spring. If Carter doesn't survive the team's final cuts, a spot on the practice squad could be in order (assuming he goes unclaimed by other teams).
An undrafted free agent out of FCS Sacramento State, Carter had a very productive career and tests well athletically, but he's only 5-10, 185 pounds, and he didn't face much of a challenge in college. He'll compete for a a slot role with the Ravens, but he's more likely to stick around as a return specialist and depth receiver.
