2023 Fantasy Outlook
Since joining the Rams' practice squad in November 2021 and eventually the team's active roster for good in January 2022, Powell served as the team's primary kick and punt returner. He also got more involved on offense last year, recording career highs across the board (24-156-0 on 32 targets, 17-80-0 on the ground). He signed with the Vikings in the offseason and will compete for the fourth WR role, but is more likely to get his action on special teams. Powell is unlikely to unseat Kene Nwangwu -- who has three career return touchdowns -- as the primary kick returner, but he should have a good chance to win the punt-returning gig over Jalen Reagor. RANKS
Staying in Minnesota
Powell agreed to terms Tuesday to re-sign with the Vikings on a one-year contract, Alec Lewis of The Athletic reports.
ANALYSIS
Powell has more punt returns (86) than catches (76) in 61 career games, but he did a nice job filling in on offense last year when Justin Jefferson, Jordan Addison or K.J. Osborn weren't available. Osborn now appears headed for free agency, potentially giving Powell a better shot at the No. 3 receiver role, albeit in a Minnesota offense that won't have QB Kirk Cousins.

The special-teams burner did almost all of his work for the Rams as a punt and kick returner, and in six games managed to put up a combined 341 return yards and a touchdown. Despite Powell's speed and ability as the return man, he hasn't caught a pass in the NFL since 2020, and with a ton of talent ahead of him at wide receiver, Powell's primary worth will continue to be in special teams barring injuries to a few of the names in front of him.
